DULLES, VA – August 15, 2007 — After extensive quality assurance and beta site field testing, HRWorX has announced immediate availability of the Financialonline-450™ Release 1.0 application which enables Federal Agencies to fully automate their manual and costly procedure for completing the federally mandated OGE Form 450 – Financial Disclosure Report. This new "smart form" application completely automates both the oversight and submission of the mandated form. The Financialonline-450 application was developed and field tested in cooperation with the Federal Aviation Administration through a Cooperative Research and Development Agreement (CRDA) in 2006. The FAA will be implementing this new OGE Form 450 electronic filing process agency wide in January 2008. Senior FAA officials are confident this new process will deliver time savings for both the filer and the reviewer in addition to substantial reduction in costs. Thus far, the Financialonline-450 application is receiving a great deal of interest by Federal Agencies that are trying to improve productivity and substantially reduce their cost to process the OGE Form 450 on an annual basis.

To further support the use of electronic filing, the Office of Government Ethics (OGE), who has Government wide oversight of the OGE Form 450, issued a memorandum dated May 16, 2007, titled "Guidance on Electronic Filing of Public and Confidential Disclosure Report". The memorandum authorizes each Agency to undertake its own development or procurement of an electronic filing process to use with either the public (SF 278) or confidential (OGE Form 450) reporting system. The memorandum presented a list of guidelines that each Agency must adhere to should they elect to undertake this effort on their own. The Financialonline-450 application developed by HRWorX meets and in some cases exceeds these stated guidelines. Initial field tests performed by the FAA of the Financialonline-450 application showed an increase in overall quality, integrity of data, greater user satisfaction, and a reduction in high cost labor in reviewing and processing. By using the Financialonline-450 application that strictly adheres to the OGE procedures; the end-user cannot make simple mistakes or leave out required information.

Pat Brown, President of HRWorX, states, "In working with the FAA, our goal was to create a "smart form" application that totally adhered to all of the rules outlined for the OGE reporting process and therefore could be used by all Federal agencies." "At the time we started working on this application, electronic filing of the forms had not been approved; therefore our initial system could only be used to manage the process, but the forms still needed to be printed and signed by the filer". "This feature is still available to agencies not yet ready to support an electronic signature and review process."

Again Brown states, "Our goal for 2007-2008 is to inform all Federal Agencies that there is now a new cost effective, user friendly, solution for the automation of the mandated OGE Form 450 and the SF 278 Form which is being presented by a Veteran Owned Small Business. The Agencies of the Federal Government have an excellent cost effective application to consider, backed by a solid company".
