Financialonline is a software application designed to manage the entire financial disclosure enrollment and review process. The Office of Government Ethics (OGE) requires approximately 300,000 government employees to submit a completed financial disclosure form each year. The form is the same for all filers and the process is similar across all agencies. Financialonline electronically notifies filers of the requirement to file and provides a link to a program that walks the filer through the entire form filling process. The application automatically reminds filers of their need to file as due dates approach, allows for electronic filing, and automates management reports of non-filers.

Notifying and tracking filers through the process of completing the financial disclosure forms is time consuming. The administrative tools notify filers of their responsibility to file, monitor their filing status, and trigger reminder notifications as due dates approach.

Tools for the Reviewer

Once the forms have been received, Financialonline provides the tools for the reviewer to easily see which employees have assets that are on the prohibited lists or could be a problem. If an asset does raise a red flag, an automatic divestiture letter is sent.

Tools for the Filer

The application is designed around financial disclosure forms and steps filers through a series of questions, streamlining the collection of information needed to complete the forms. Edit checks and help text provides assistance to filers to ensure that the forms are completed accurately. Filers can securely enter and exit the application as often as needed until the session is completed. Entered data will be saved and retrieved for the next enrollment period.

FAA estimates that administering this process has cost them about $3 million each year for their 10,000 employees who are required to meet this mandate. By using our automated Financialonline application, it is estimated that FAA's cost to administer this process will go down to less than $1 million. This is a significant cost savings and frees up their attorneys to complete the more mission critical aspects of their job, rather than opening envelopes and sifting through mounds of paperwork.
